British Prime Minister Rishi Sunak said the United States, the European Union and other like-minded countries had also agreed with a select group of companies working on the front lines of AI on the principle that models should be rigorously evaluated before and after their creation.

In this case, Yoshua Bengio, the so-called godfather of AI, will help prepare a “cutting edge science” report to generate a shared understanding of future capabilities and risks.

“So far, the only parties that have tested the safety of new AI models are the same companies that developed them,” Sunak said.

“We should not rely on them to correct their own homework, as many of them agree,” he added.

On Wednesday, Wu Zhaohui, China’s vice minister of science and technology, signed the “Bletchley Declaration,” but no one was representing the country on Thursday, so he did not put his name on the testing agreement.

Sunak, who has been criticized for inviting China after many Western governments scaled back technological cooperation with Beijing, said any AI safety efforts must involve the main players.

“It shows our ability to bring people together, bring them together. It wasn’t an easy decision to invite China and a lot of people criticized me for that, but I think it was the right decision in the long run.”
