The Argentine government demanded Britain “stop delaying humanitarian assistance” to search for soldiers who died in Malvinas. This was disclosed in a note sent to the British Chancellor requesting that the signing of the Humanitarian Project Plan (PPH) which would allow acceptance of humanitarian action to find victims on the islands not be extended.

The request was formalized by “a note sent last Wednesday to the British government via the British embassy in Buenos Aires”convinced the secretary of Malvinas, Antarctica and the South Atlantic, Guillermo Carmona.

He stated that the country of Argentina “deplores the UK’s delay and lack of flexibility in advancing negotiations on the PPH3 instrument, whose signing was originally scheduled by the ICRC for 16 December 2022”.

In addition, reminding him that he awaits a response to the Argentina initiative promoted in 2022, which proposes “to initiate an exchange to determine visits of relatives to Darwin Cemetery as well as to the San Carlos Strait to pay respects to those who fell on board the Isla of the States.” .

“The Government of Argentina reaffirms, as it has done on several occasions, its desire to move forward with the UK in its pending humanitarian activities within the framework of the obligations laid down by International Humanitarian Law and to provide answers and comfort to families,” Carmona said in a statement to Télam.

The official even considered that “when there is a humanitarian problem it cannot be used as a bargaining chip or as leverage for anything.”

What about the Humanitarian Project Plan (PPH) that the UK has not yet signed

PPH consists of three stages and was born in 2012, during the reign of Cristina Kirchner. The first part of the project was completed in 2016; and then the second was signed in 2021 under the government of Alberto Fernández, and The third part is awaiting signature, which was to be finalized in December last year.

“The illegitimate authorities of the Archipelago will not agree. However, we believe that in humanitarian matters matters of agreement or disagreement by governments or residents should not be a hindrance because there are international obligations here,” explained Carmona.

Referring to the humanitarian flights that were supposed to take place during the first half of 2022, Malvinas’ secretary stated that “by August 2022 the UK understands that the sanitary conditions provided do not exist.”

However, “we demand that flights are reopened. Humanitarian flights are offered because of displaced people. We propose that they become relatives and the Punta Arenas Malvinas flights with a stopover in Río Gallegos are reestablished.”

“On December 16, PPH3 will be signed, and they told us that it was postponed without notice. We are talking about events that happened long before our decision to end the Foradori-Duncan Joint Communiqué, where one thing has nothing to do with the other,” concluded Carmona.
