The anti-kidnapping team of the Chilean Investigative Police has a history since the creation of the Special Police Investigative Brigade (BIPE) in 1994. How BIPE works
Those in the Brigade have special training, with a primary focus on the role of negotiator, which requires difficult psychological preparation to deal with situations like this. Regarding these preparations, Subprefect Hassel Barrientos, head of this special brigade, explained: “We carried out profiling, because all BIPE detectives go through a preparation process in handling critical incidents. Next, the candidates are selected to take part in a police negotiation diploma course conducted by foreign and national instructors from PDI. This selection process is very rigorous and focuses on officers who are destined to negotiate with the police.”
BIPE uses a variety of investigative techniques supported by law and has a team of highly qualified negotiators, trained in its own schools specifically prepared for this function. In its operations, BIPE uses undercover agents, advanced technology and strategies such as telephone interception, all in an effort to fulfill its mission of combating kidnapping and ensuring public safety.
International Police Community Against Kidnapping and Extortion (CIPSE)
This year the Metropolitan Anti-Kidnapping Special Police Investigation Brigade has a CIPSE Executive Secretariat, so Chile will host this meeting between November 28 and 30, with a seminar entitled: Criminal Organizations and Gangs: Their Impact on Kidnapping Crimes.
CIPSE annually brings together representatives of police, security and investigative agencies from 27 countries, to share methodologies and results of activities, with a primary focus on conveying knowledge and strategies related to kidnapping. In addition, cooperation and exchange of information at the international level is encouraged to combat crimes related to these transnational crimes. This event also provides space for debate and collaboration, allowing for comprehensive reflection on how to overcome this criminal phenomenon.
In this regard, the Chilean Investigative Police (PDI) seeks to strengthen coordination and collaboration with its strategic partners at national and international level, highlighting its participation in CIPSE, an entity founded six years ago with the aim of facilitating coordination. and training in this area. As stated by Subprefect Barrientos, “It is important that cases like this arise and that we have continuous training. As BIPE Anti-kidnapping, we constantly prepare ourselves to face these crimes, not because they are increasing .”
