According to Enrique Franco, Deputy Minister of Economic Relations and Integration, the move that stipulates the payment of tolls on the waterway imposed by Argentina surprised Paraguayans and there are concerns about it. In that regard, he said that a note was sent to a neighboring country, in which they stated the above and objected to its implementation.

“We sent a note to the Argentinean partner expressing the concerns of the Paraguayan side and the objection to the adoption of this kind of action,” he explained to 920 AM. He added that these arguments were non-compensation for services and there was no agreement between the parties who made the agreement.

He stated that there are two elements that are of concern, firstly, Article 9 of the waterway agreement stipulates that if you want to charge a type of levy, you must go through a consideration for a service received and if it exists. , there must be an agreement between the participating countries.

“The argument is non-compensating in the stated section of the Argentinean provisions. There is talk of dredging services, but in that section, as they told us from Cafym, naturally navigate between 10 and 12 foot drafts, that is, no services are provided for navigation,” he added.

In addition, he emphasized that they asked to hold a meeting before the measure was implemented. “In our notes, we state that prior to the implementation of this meeting, we prefer a period of no later than 180 days before the application and during that time the discussion can be carried out at the technical level,” the verdict was stated.
