Former president of the National Electricity Administration (Ande) Pedro Ferreira spoke about the panorama of Itaipu and subsequent Annex C negotiations slated for 2024, the period during which the newly elected president, Luiz Inácio Lula da Silva.
Considering the current history of local government sales with outgoing president Jair Bolsonaro, Ferreira believes that further negotiations on tariffs may be more favorable to the country.
“I see conditions as very favourable, because my impression being on the battle lines with the Bolsanaro government is that he has short-term priorities, the only thing they want is to lower energy costs in Brazil as an election promise,” he said in touch with 1020 am.

Ferreira indicated that the neighboring country is not concerned that the reduction affects young Brazilians and Paraguayans in the future, so there is now some hope regarding the political situation with Brazil’s new government due to take office in January 2023.
In this context, he recalls that 2019 saw the controversial Itaipu surrender act, which concluded with an agreement for Brazil to recover part of its losses by canceling the act on December 13, US$350 million , in addition to energy transfers.
Likewise, 2021 started with Brazil’s director’s affirmation of lowering tariffs, questioning why to review Appendix C, alongside a request to review professional documents on tariff reductions.
“Itaipu did not answer them. It happened a month ago, it is a precedent for disaster because it is national law. What we have is an informative pamphlet about what happened, which does not suggest that we should celebrate a 25% reduction in tariffs for four months,” added the former chief of Ande.
